Cingular V400 handsets were sold unlocked, when they first offered them.
Several NG participants verified this at that time. Can't remember the
specifics in regard to the reason(s), but a search of the archives should
enlighten anyone interested in same.

Yep, a quick google search pulls up several threads from this newsgroup
indicating that all Cingular "World Phones" (including the v400) were
sold unlocked by Cingular.
