I've had good results with PayPal dispute resolution on two instances, got
my money back from non-shipping sellers and their eBay accounts were
cancelled.
You do have to play by eBay's rules, though-- most people let the
non-shipping seller give them lame excuses for some period of time until the
45 day limit to file with PayPal for a refund expires. My policy is to file
with PayPal after 30 days if I do not receive an item. If the seller comes
through, I cancel the dispute. If not, I proceed. In a couple of other
instances this has been enough to get an item shipped to me ASAP.
Some sellers try to tell buyers that they can wit to ship for up to three
weeks, eBay rules, etc. Baloney. Ebay rules are that you can start a
dispute process 10 days after purchase. Allowing a seller to delay your
filing by some lame excuse just means the seller is likely going to stiff
you.
