Actually they do (as I wrote), by enabling a service (pay-as-you-go data)
without notice, much less approval. The issue isn't the charge for the
ringtone, it's the cost of the data transfer, browsing as well as download.
Either (a) the service should be disabled by default and only turned on by
request of the account holder, or (b) the stated price of the ringtone should
include *all* charges, including data transfer. I know a number of people
(adults) that have been burned by this. I think it's a pretty sleazy
practice.
