ANYONE can pay MORE tax, ANYTIME they want. There are forms for
"contributions" to the government i addition to your tax, and on the tax
form you can pay at a higher rate, or pay as much as you want.
When one of the idiots paying lip service actually DOES this, I'll listen.

And Obama can be the first one. The President's tax form is made public.
The Obamas made $1.3M last year, yet paid the tax at the lowest rate they
could.
