Is that due to tax breaks or the lack of suffice income to be taxable? I do
volunteer work with a non-profit that provides low income individuals with
help filing and many of those we're seeing now had significant tax liability
(more than many millionares and much more than GE, EXXON, Shell, etc.)
several years back but now ...
