Really. They should kill all the grants from all the governments and
concerned 'groups' and just let them work without dictating findings.

BTW, there are reports that Kyoto is not working. Pollution was supposed
to be reduced by 8% by 2008, but is actually 1% worse.

Could be that letting China, a 'developing nation' run open loop was a
mistake?
