Why is recharging from an external source better than recharging from
the movement of the car?  It seems to me more overall energy is needed
for a plug-in vehicle.

Where in the quote does it say that in a plug-in hybrid the battery is
not recharged by its wheels?

The article said the plug-in hybrid and regular hybrid differ in 4
ways. None of those ways are that the batteries are not charged by the
wheel motion.

discharged battery level
