All they have to do is remove the EPA restrictions and restraints
stopping mass production of compressed natural gas vehicles, to allow
conversions and increase new car sales.

What restrictions? Dual-fuel gasoline/natural gas vehicles were
produced by Detroit less than ten years ago, and they and aftermarket
conversions caused a big financial fiasco in Arizona, which subsidized
them from 1999-2000, rebating 30-50% of the purchase price, up to
$5,000 or $10,000. There were two problems with this: 1) almost
everybody bought dual-fuel vehicles solely for the tax rebate and
never used natural gas in them, and 2) most of the aftermarket
conversions were shoddy and resulted in higher emissions when the
vehicles were run on natural gas rather than gasoline. I don't think
even the factory dual-fuel systems put out lower emissions while in
natural gas mode -- that's how good emission controls for gasoline
are.
