Would this be similar to the recent New York precincts where Obama received NO votes to Hillarys many?
But those no votes could have been due to errors that were later corrected, without regard to the media coverage.
The truth is that we don't know.
That's why we need electronic ballets with paper receipts.
Personally, I would make it so that all ballets have a random serial # (so you can't tie the ballot to any voter). And every ballot is recorded (without voter info) into a database, so one can instantly determine who won the election, but every ballot can be quickly and easily accounted for. I don't think it would be that hard to do.
