Maybe, but I doubt it because Clinton was paying a lot of attention to
terrorism, and some al Qaeda operations had been prevented during his
administration. OTOH GW Bush ignored terrorism during his first
months in office because he didn't understand it, didn't work on it,
was highly ignorant of international affairs, and was mislead by an
Iraq-obsessed vice-president and foreign policy team. Remember, in

Qaeda was the #1 threat, but immediately thereafter, Condeleezza Rice
told GW Bush that the #1 threat was Saddam Hussein. Also he did

attacks, "Al Qaeda Determined to Strike in the US".
If GW Bush had been a normal president, 3,000 people in NY and
Washington who died on 9/11 would be alive today.
I don't know what you mean by "normal" but the way 9/11 played into the hands of the neo-cons Israel?), war profiteers and exporters of Milton Friedman's theories of economics raises, serious questions.
