By failing to vetoe the Patriot Act, he explicitly condoned it.

That is an idiotic statement. Why would he veto it when he introduced
it? You should be mad at the Congress for allowing the passage of the
act. I would venture to say they have determined it is a valuable tool
in combatting terrorism.
