Amendment XVIII and Amendment XXI.

Through lobbyists, the manufacturers of various products influence
the law. You are free to pretend to be unaware of this fact.

The Constitution provides that an amendment may be proposed either by
the Congress with a two-thirds majority vote in both the House of
Representatives and the Senate or by a constitutional convention called
for by two-thirds of the State legislatures.

That would require a very large majority of House and Senate members in
the pockets of the liquor industry. Your analysis seems highly
unlikely to me.
