Here is some new info. There is a knob by each headlight that manually
moves the headlight up and down.. On the side that won't retract the
manual knob will just bring light down alitlte bit. On the other side
the knob fully brings the light up and down.

See my other post. Check the linkage to the motor for binding.

Hi Thanks I saw your response.The linkage on both sides looks exactly
the same. I don't see anything binding yet. The car was sitting for a
year before I bought it. I sprayed in some WD40 to see if that would
help. .
