URL query

I've been looking here:-
http://uptime.netcraft.com/up/graph?site=annex.com

If I copy and paste the IP address 209.132.197.165 into my browser (Google Chrome) I receive a message saying "No web site is configured at this address".

Yet here is loads of information about that URL!
http://www.ip-adress.com/whois/annex.com

Can anyone explain to me, please, why typing just the IP address into my browser doesn't take me to the Annex site?
