....what you're asking for is just...retarded. I mean, first of all
you don't seem to know the difference between codecs and formats, you
think "mpeg" has something to do with Quicktime and for some idiot
reason you seem to think that "quicktime" is better than "wmv"...which
doesn't make ANY sense at all since "quicktime" could be in reference
from anything to the player to the format...both of which have NOTHING
to do with the quality of the video. Further, what do you mean by
"wmv"? Cause there's like 9 different versions. Further, what bit
rates are you talking about? I mean if you have a piece of video that
was encoded in Xvid with a bit rate of 250kbps OBVIOUSLY it's gonna
look like ***, but if you had a piece of video that was encoded in
Xvid with a bit rate of 2,000kbps OBVIOUSLY it's gonna look pretty
good (provided the source was good quality). Your whole plan is just
RETARDED because you want to take video that, I'm assuming is ***
quality and then you want to reconvert it into something else...which
is just gonna degrade the quality even further, not to mention you'll
wind up with a larger file if you want to try and preserve the maximum
amount of original quality it had (however shitty). There's like...at
least half a dozen other things wrong with what you said, but I don't
have the time, patience nor the sanity to start goin into it right
now.

My advice...hire someone to do your video work, because you are not
even REMOTELY qualified to be doing it.
